Hurricane season is a records problem

Every June a Tampa office manager should look at the filing room and ask a question: if the water came up, what would be ruined, and what would end up in a wet box on the curb with names on it? Paper soaked in a storm is still protected information. Flood-damaged records have to be destroyed properly, and a provider that can come quickly after a storm is worth knowing before the storm.

Ask whether a provider takes emergency calls and how fast. Ask where they park the trucks during an evacuation. It is an odd thing to put in a quote request, and the answers are useful.

Humidity and old paper

Florida air is wet most of the year, and boxes stored in a garage, a self-storage unit or a back room without air conditioning go soft. Damp paper clumps in a console and jams the machine. Moldy boxes are a hassle for the crew and a reason a provider may refuse a pickup. If your records sit in a unit in Pinellas Park, move them somewhere dry a few days before the truck arrives.

Both sides of the bay

Tampa and Saint Petersburg are on opposite shores, Hillsborough County on one side and Pinellas on the other, and the bridges between them are some of the most congested roads in the metro. A Tampa provider reaches Saint Petersburg, but expect the crossing to show up in the minimum. A company based in Pinellas Park sits in the middle of Pinellas County and may cover Saint Petersburg more efficiently than a downtown Tampa firm.

East of the city, Temple Terrace falls within the Hillsborough routes. Zephyrhills in Pasco County is a longer run north, and a truck stationed closer to Wesley Chapel would reach it sooner.

Who is shredding here

Westshore is the big business district, with the airport next door, full of insurance carriers, accounting firms, banks and back-office operations for national companies. Downtown Tampa and Channelside have law firms and the offices that serve the port. Tampa General and Moffitt Cancer Center are the big names in a large medical community, and the independent practices around them handle patient records.

Retirees make up a large part of this coast, which means estate attorneys, financial planners and medical practices that treat older patients. When a practice closes or a planner retires, the paper that comes out is enormous. Treat the purge as a project, not a Saturday morning.

Port Tampa Bay brings its own paperwork. Shipping agents, terminal companies and the offices that serve cruise lines generate records tied to customs and cargo. They are on a clock set by retention rules and audits, and a one-time purge with a documented certificate is a common request.

MacDill Air Force Base sits at the south end of the peninsula. Contractors serving it have their own handling requirements and should say so up front.

Saint Petersburg has its own business center downtown and along the waterfront, with a mix of marine services, insurers and medical offices. If your office is there, ask a Pinellas provider first. The traffic on the Howard Frankland, the Gandy and the Courtney Campbell can turn a short drive into a long one.

Questions to ask

  • Can they shred on site, and is the truck allowed in your lot? Many Westshore buildings restrict vehicles.
  • How is the certificate delivered? Paper or email, with the date and a signature.
  • Do they reschedule for storms? They should have a plan.
  • What is the truck minimum? Ask before you decide on a small job.

A one-time purge is usually quoted by the box or the bin. Scheduled service is a flat monthly fee per console, and a small practice may need a visit only every few weeks. NAID AAA Certification is an audit program worth asking about, particularly for medical and financial work.

Rules, drives and where the paper goes

HIPAA is the rule most Tampa offices think of first, since so many practices here treat older patients. FACTA and Gramm-Leach-Bliley cover consumer reports and lenders. Florida may add disposal rules of its own, and your attorney can tell you what applies. The provider's part is the paper trail: a certificate with a date and a description.

Old computers pile up in closets. Many shredding companies destroy hard drives and backup media and should list serial numbers.

If you only remember one thing from the list above, make it the storm plan. A provider with a hurricane protocol, a dry facility and a way to reach your office manager on a bad week is worth a slightly higher minimum. A Tampa office that has been through an evacuation tends to choose that way the second time.

Insurance is a big business here, which makes claims files a special case. Adjusters and agencies hold photos, statements and policy paperwork with personal details in them, and a busy storm year leaves a mountain of it. If your agency in Temple Terrace or Westshore is clearing files after a hard season, schedule the purge for the quiet months, when providers have trucks to spare.
