In Washington the question is often not who will shred your paper but who is allowed to be in the room. Law firms on K Street and contractors working for federal agencies each have different rules about who handles what. Some of those rules come from clients, some from contracts, and some from the building. A shredding provider needs to be comfortable with all of it, and a good one will ask you what applies before you have to tell them.

Paper that is not yours to throw away

Federal agencies have their own records and destruction rules, and this guide is not the place for them. But most of what shows up on a private quote request here is simpler: associations, consultancies, law practices, lobbying and communications firms, healthcare offices, and the contractors who support the government. Those businesses handle client files and personnel records, and sometimes information that a contract says must be destroyed in a specific way. If you are in that position, read the contract language first and then ask the provider whether they can meet it. Do not assume that standard service qualifies.

HIPAA reaches medical offices on all three sides of the line, and the Gramm-Leach-Bliley rules reach financial firms. Local law can add more.

The District, Maryland and Virginia are three markets

A provider that serves downtown Washington may or may not cross into Maryland or Virginia, and the line is more of a business decision than a distance. Alexandria and Fairfax are across the river in Virginia and tend to be served by trucks that start there. Rockville and Gaithersburg, along the I-270 corridor, are full of biotech and medical practices, plus government contractors. Bowie, Laurel, Greenbelt and College Park, in Prince George's County, have a different mix: federal installations nearby, the University of Maryland, small businesses and clinics. A provider based in Rockville is a long way, in traffic terms, from Bowie.

When you collect quotes, say which side of the river you are on and ask where the truck is based. The difference between a depot ten minutes away and one across the Beltway shows up in the price and in whether the driver actually arrives within the window.

Downtown office buildings have strict rules. Security desks check vendors in and freight elevators are scheduled. Street parking for a truck is nearly impossible. Many D.C. buildings also restrict where heavy trucks can go. Off-site service with locked consoles is the common solution. The driver arrives at the loading dock at a set time, collects the contents of the consoles in sealed bins and takes them out.

In the suburbs, such as Rockville Pike or the office parks near Fairfax, mobile shredding trucks have an easier time. A truck can sit outside, and your staff can watch. That matters when a client or a compliance officer wants proof that the destruction happened, since being present is the easiest proof.

Georgetown, Capitol Hill and the older blocks

Many of the District's small offices occupy rowhouses and older buildings with no loading dock and a narrow stair. A truck cannot park for an hour on a residential block, and a console that does not fit through the door is a console you cannot use. In those places, ask for a smaller vehicle and a driver who comes with hand carts. Some providers cover Capitol Hill and Georgetown with a smaller van and the larger trucks stay in the suburbs. That is worth knowing before you pick.

Political committees and law offices keep their own schedules around elections and legislative sessions. Providers who work in the District will understand if you need to move a pickup by a day.

What to ask any provider

  • Whether employees are background checked and who handles the paper.
  • NAID AAA Certification, and a copy of the current certificate.
  • A certificate of destruction for every pickup, signed and dated.
  • Whether they can document chain of custody if your contract demands it.

Associations, nonprofits and small contractors

Plenty of Washington offices are small. Trade associations and two-person consultancies serving a federal contract do not have a records department, and the person who handles shredding is whoever drew the short straw. If that is you, start with the contract. Federal contractors often have retention and destruction clauses that apply even to small offices, and a provider cannot guess what yours says.

Once you know the requirements, choose between a scheduled bin and a one-time purge. A small shop does well with a monthly pickup and a single console near the printer. The certificate that arrives after each service becomes the record you show the contracting officer if asked.

Contract end dates and fiscal year closings bunch requests into the same few days. When a contract wraps up, every contractor on it clears out the same week. If you can schedule a purge outside the end of the month or the end of the fiscal year, you will get an easier pickup date.

Community shred events in the Washington suburbs are held by banks, libraries and county governments, usually in a parking lot. They suit a few boxes of old statements. For anything with client confidentiality attached, a documented provider is the safer route.
