Three jurisdictions, one metro

A site in Washington, a site in Rockville and a site in Fairfax sit in three different places on paper, with three sets of rules. A trailer provider that works the whole region knows it. One that does not may quote a delivery the local government will not allow. Give the exact address when you call so the provider can say which rules apply.

Placement on public space in the District involves the city, so ask before you assume a unit can sit on a street or sidewalk. In the suburbs, the county or city building office handles temporary structures, and the property owner has a say. Alexandria, Fairfax and the Maryland suburbs each have their own inspectors and habits. A contractor working in all three learns to ask the same questions in each office and keep notes.

Federal and secure sites

Washington has a lot of work on federal property, embassies and secure buildings, where access is controlled. A truck delivering a trailer may need advance clearance, and the driver may need to be on a list. Mention it on the first call. It adds time to the schedule, and a surprise at a gate can cost a day. Embassy and consular work follows its own schedule and security rules, so expect questions about who is on the delivery crew and when the truck will arrive.

Greenbelt and College Park, in Prince George's County, are home to a large federal research campus and a major university, and both run construction projects with their own entry rules. Bowie and Laurel have more commercial and industrial work, and the roads between them are some of the busiest in the region.

Some secure projects need a trailer that can be locked and alarmed, and others allow no cameras or phones inside. Provider rules and site rules sometimes collide, so find out before the unit arrives. If the trailer is going next to a federal building, ask the building's security office what it needs from the delivery company before the truck leaves the yard.

Who builds here

Downtown office conversions, waterfront projects near the Navy Yard and the Wharf, hospital renovations and school modernizations all call for trailers, usually in tight staging areas. Alexandria has waterfront redevelopment and mixed-use projects. Gaithersburg and Rockville, along the I-270 corridor, have biotech labs and office work. Fairfax has government contractors and a steady flow of construction nearby.

Because staging space is scarce, many Washington projects use a single-wide on one lot and a second unit across the street. Ask how to split a job that way, and whether two deliveries cost more than one.

Data center work in Northern Virginia and parts of Maryland has become its own kind of project, with large sites, heavy security and long schedules. Trailers there serve as the owner's rep office and the commissioning team's base for a year or more.

School work in the suburbs, like the university projects in College Park, runs on the academic calendar. A unit needed for a summer window has to be ordered in the winter, since the whole region books at once.

Capitol Hill and the Southwest waterfront are tight in a different way from the suburbs: small parcels, neighbors close by and rules about what a temporary structure can look like from the street. Union Station and the NoMa blocks to its north have seen heavy office and residential construction, and staging there usually means a lot a block or two from the work.

Keeping a trailer where it can stay

Neighbors complain, and inspectors respond. A clean trailer with skirting, steps and a proper entrance costs little and protects a lot. A unit with a broken window and loose boards invites a call from the agency that issued your permit.

Historic districts add another layer. Parts of Alexandria and the District have review boards that care how a temporary structure looks from the street. A screen or a fence around the unit is not a big deal and can save an argument.

Read the lease for what happens if the schedule slips. District projects slip for reasons outside anyone's control, including permit delays and weather, and the monthly rental keeps running while they do.

Weather and the Beltway

Washington has hot, humid summers and winters that are mild until a snowstorm shuts the region down. Ask about heating and cooling, and about what happens when an ice storm keeps the delivery truck in the yard. The Beltway is the other factor. Trucks avoid it at rush hour, and a delivery from Maryland to Virginia can take half a day. A provider with a yard on your side of the river is worth asking for by name.

Cherry blossom season and big events on the Mall also close streets, and a delivery that lands on a closure day goes nowhere. Ask the provider to check the event calendar before it books the truck.

Ahead of the call

Have the address, the jurisdiction, the date and how long you need the trailer. Note if it is a secure site and if the public will enter. Mention power and data, and have a contact who can meet the truck, with a mobile number for the driver.

The provider will ask follow-ups, and the answers are what make the quote accurate. One tip: a site contact who picks up at seven in the morning is worth more than a detailed plan nobody can reach.
